Welcome to 'Beyond Borders' - our Tuition-Based Enrollment Program.

We welcome families living beyond the BPS school boundary line to consider Birmingham for their child's education.

Our Beyond Borders program makes it possible for students outside our area to join the BPS community.

We appreciate your interest in our schools and look forward to assisting you with your enrollment journey.

oUT OF dISTRICT APPLICANTS

BPS is delighted to have the capacity to accommodate students from outside the area for enrollment into our tuition-based program, which is subject to availability. Once the necessary criteria have been fulfilled, non-resident students can join our program.

As part of their application, families have the option to indicate their preferred schools in order of priority.

NOTE: Students of district employees are eligible to attend BPS Schools tuition free, submitting the same required documents as tuition-based students.

Enrollment Process & Documents

The following documents are required for the enrollment of a tuition student:

Parent’s Photo ID
Student’s original birth certificate
IEP (Individualized Education Program), if applicable
Report cards with grades and tests results from previous two years (refer to Standards and Requirements)
Standard Testing scores from previous two years
Attendance from two years
A letter of conduct signed by the previous school’s administrator
Custody/divorce documents if applicable or notarized parent release letter if second parent does not live in the same household.

Enrollment takes place at the Office of the Enrollment Coordinator at the administration building.

Deposit & Payments

A $1,000 deposit is required in the form of a cashier’s check, of which a $50 application fee is non-refundable.
Once an applicant is accepted and the student is enrolled, the application fee is then applied towards the tuition balance.
You will establish a payment schedule for the remaining payments through FACTS (Birmingham online payment program) with the first payment due July 1st 2024.
All tuitions must be paid in full by the following January 1st.
Enrollment applications received in June and beyond will require the 1st full payment (not a $1,000.00 Deposit) of however many months are left to be paid.

Renewals

We will review renewals on an annual basis to determine if the student continues to maintain eligibility for the Tuition Enrollment Program.
We will mail a letter of acknowledgment to current tuition families in March to renew their intent to return to BPS for the following year.
We will send renewal release forms to resident districts at the beginning of every school year.
We will notify current TEP student’s parents when final tuition costs are determined for the renewed year in question. A first payment will be due again July 1, 2024, for returning families, paid through FACTS (Birmingham’s online payment program) and a payment schedule established for the following year with last payment due in January again.

Student Requirements & Standards

In addition to the above documentation, students are required to fulfill the
following standards for academic achievement/ability, attendance, and behavior.

GPA Requirements

Elementary School
‘Pass’, ‘Satisfactory’ or similar standard in core subjects; last full year report card and attendance report along with current year must be submitted.

Middle School
2.5 or better GPA in core subjects; all middle school/junior high school report cards must be submitted to evaluate this standard. Sixth and seventh grade applicants must submit last full year report card and attendance report along with the current year.

High School
2.8 GPA (non-weighted) or better GPA in core subjects. Ninth grade students must submit all middle school/junior high school report cards.

Student Behavior & Discipline

A Conduct report, along with a conduct letter signed by an administrator, must be submitted.

All grade levels

Students may not have had any incidents of illegal substance use or distribution.
Students may not have had any incidents of academic misconduct.
Students may not have had any long-term suspension.
Students may not have been expelled from a school.

Other Requirements

All grade levels
Enrollment under the Tuition Enrollment Program (“TEP”) is limited to educational programs operated by Birmingham Public Schools. This does not include center programs operated by the district.

High School students
May not enroll from an alternative education program.

High School Athletics
Student eligibility shall be determined by MHSAA guidelines.
